Development cannot take place without a proper vision. But a vision is not arrived at by accident. It is as a result of a deliberate effort by both the leaders and the led to pursue a collective goal that is bigger than the individual. We discuss various approaches to governance, analysing alternatives and benchmarks set by those who do not subscribe to popular politics.
